Note: By "sending them home" at 5, aren't you treating them like 13 year olds? Doesn't that imply that they have to come in by 9? Better to work at making "a balanced life" a part of the culture (and maybe that is what they meant to say). Reward people with things to do outside the office, buy dinner for their family. The sort of thing that nudges them in the right direction without "telling them" what to do or what time to leave (or come in).
