From 1939 onwards, the U.S Army Signal Intelligence Service (commonly called Arlington Hall had collected various Soviet communications, numbering in the many thousands. The messages had remained unexamined and deciphered. Hence, the project to analyze the communications was started by Ms. Gene Grabeel, a relatively new employee.

The Diplomacy of Modern Espionage   During the Cold War, there were basically two sides: The US and the Soviet Union, along with their respective allies. Almost every other nation's interest fell in-between the two super powers. Therefore, there was a lot integration and co-operation between allied intelligence agencies.
